    Overview:
As the global energy sector transitions towards lower-carbon and more efficient solutions, deepwater marginal reserves, once overlooked, are now gaining renewed attention for their crucial role in enhancing production sustainability and regional energy security. These marginal assets, often constrained by economic and infrastructural challenges, can become viable with the right combination of fiscal incentives, advanced technical solutions, and collaborative effort.

This high-level strategic dialogue convenes leading host authorities from the region to exchange country-specific strategies, success stories, and lessons learned in unlocking marginal reserves in deepwater settings.

    Session Objectives:

    • Share Regional Strategies and Perspectives

To present each country’s deepwater development landscape, with a focus on the strategic importance and potential of marginal reserves.

    • Highlight Successes and Surface Common Challenges

To showcase notable marginal field developments and identify key technical, commercial, and regulatory pain points that remain unresolved.

    • Explore Enablers for Viable Development

To examine effective fiscal terms, infrastructure models, and technology applications that improve the viability of deepwater marginal projects.

    • Promote Regional Collaboration and Alignment

To identify opportunities for joint initiatives, harmonised regulatory approaches, and cross-border resource or knowledge sharing.

Each country will present a comprehensive 8-10 minutes overview that covers:

    • The national deepwater development landscape
    • The strategic role and outlook on marginal reserves
    • Notable success stories in marginal field development
    • Key statistics (e.g., number of deepwater fields, production contribution from marginal assets, etc.)
    • Remaining technical, commercial, or regulatory pain points yet to be resolved

The session will progress into a moderated panel discussion to explore:

    • Cross-country comparisons of fiscal incentives, infrastructure strategies (e.g., hub-and-spoke, shared facilities), and technology adoption
    • How countries are mitigating high-cost subsea developments and addressing low-reserve volumes
    • Pathways for regional collaboration including common standards, joint technical studies, fast-track approval mechanisms, and service resource pooling

By providing both structured overviews and open dialogue, this session aims to promote cross-border learning and catalyse regional alignment in unlocking deepwater marginal reserves.
