Chris Hogue

President , IPC Canada Ltd.

Chris Hogue serves as President of IPC Canada Ltd., leading IPC’s Canadian business and operational strategy. He brings more than 30 years of diversified experience across major Canadian thermal and heavy oil operations. Before joining IPC in 2018, Chris served as Vice President of Operations at BlackPearl Resources, where he led the Onion Lake Thermal Development and played a central role in advancing the commercial development plan for what is now IPC’s Blackrod project. His earlier career includes key leadership and operations roles at BlackRock Ventures. Following its acquisition by Shell Canada, Chris led the integration of the BlackRock assets into the Shell portfolio, strengthening his long-standing expertise in thermal and heavy oil development and execution.

At IPC, Chris oversees all Canadian operations, including stewardship of the transformational Blackrod thermal oil sands project, a 100% IPC‑owned greenfield SAGD development. Blackrod achieved first steam in December 2025, with first oil expected in the third quarter of 2026. Phase 1 is designed with a production capacity of 30,000 barrels per day and represents approximately USD $850 million in growth capital investment, positioning it among Alberta’s most significant emerging thermal developments.

Chris is recognized for his technical leadership in thermal recovery, large‑scale project execution, and delivering best‑in‑class performance across complex heavy oil assets.
