As energy infrastructure across the Asia Pacific region continues to mature, decommissioning is becoming an increasingly important strategic consideration for asset owners, governments, and the wider energy industry. Rising regulatory expectations, financial pressures, environmental responsibilities, stakeholder scrutiny, and evolving energy systems are challenging organisations to rethink how decommissioning is planned, financed, and delivered. Decommissioning is no longer just an end-of-life obligation, but an integral component of responsible asset management, corporate strategy, and long-term value creation.

The executive plenary session will bring together senior industry leaders to examine the strategic challenges and opportunities shaping sustainable decommissioning across Asia Pacific, with a focus on how greater regional collaboration can enable more efficient, consistent, and value-driven outcomes. Key themes for discussion will include:

    • Aligning decommissioning strategies with long-term business objectives, portfolio planning, and asset lifecycle management.
    • Addressing financial considerations, funding mechanisms, cost management, and long-term liabilities.
    • Strengthening cross-border collaboration between governments, regulators, operators, contractors, and other stakeholders to share expertise, capabilities, and best practices.
    • Exploring opportunities for greater alignment of regulatory approaches, standards, and frameworks across the region.
    • Navigating evolving regulatory expectations, maintaining the licence to operate, and strengthening public and stakeholder confidence.
    • Managing public perception and demonstrating environmental and social responsibility throughout the decommissioning lifecycle.
    • Leveraging innovation, technology, and new business models to improve efficiency, manage risk, and unlock value.
    • Exploring opportunities for reuse, repurposing, resource recovery, and other pathways that support a more circular and sustainable approach.
    • Building regional capability, knowledge sharing, and industry readiness to address the growing scale and complexity of future decommissioning activities.

With many assets maturing in the region, facilities decommissioning is becoming an increasingly important aspect of responsible asset lifecycle management. Regulators are refining policies to ensure decommissioning activities are carried out safely, efficiently, and sustainably while balancing environmental protection, economic considerations, energy security, and stakeholder expectations. However, varying regulatory frameworks in the region continue to present both challenges and opportunities for industry.

This panel will explore the evolving regulatory landscape for facilities decommissioning and examine how regulators and industry can collaborate to develop practical, transparent, and future-ready frameworks. Key discussion topics include:

    • Emerging regulatory trends and policy developments across the region.
    • Balancing safety, environmental stewardship, economic viability, and social responsibility in decommissioning regulations.
    • Regulatory approaches to permitting, compliance, liability management, financial assurance, and stakeholder engagement.
    • The role of international standards and industry best practices in promoting consistency and regulatory certainty.
    • Enabling sustainable decommissioning through circular economy principles, waste management, asset repurposing, and infrastructure reuse where appropriate.
    • Leveraging digital technologies and innovative regulatory approaches to enhance transparency, compliance, and decision-making.
    • Strengthening collaboration between regulators, operators, contractors, and other stakeholders to support effective policy development and implementation.

Facility removal is a critical and complex phase of the decommissioning lifecycle, requiring early planning, innovative solutions, and effective collaboration among multiple stakeholders. As ageing energy infrastructure in the region approaches the end of its operational life, operators are facing increasing challenges associated with technical complexity, asset integrity, project execution, cost management, regulatory requirements, and environmental responsibilities. Taking a lifecycle approach from design and late-life asset management through to final removal, can create opportunities to reduce complexity, manage risk, optimise costs, and improve overall decommissioning outcomes.

This panel will explore how early planning, innovation, collaboration, and new approaches are reshaping facility removal strategies and enabling more efficient, cost-effective, and sustainable decommissioning outcomes. Key discussion topics include:

    • Designing for decommissioning: Integrating decommissioning considerations into facility design, engineering, construction, and modifications to improve future removal and reduce lifecycle costs.
    • Late-life asset management: Making informed decisions on asset integrity, life extension, maintenance, and decommissioning readiness as facilities approach the end of their operational life.
    • Developing integrated removal strategies that optimise safety, schedule, cost, and execution efficiency.
    • Exploring innovative approaches to dismantling, lifting, transportation, and disposal of complex facilities and infrastructure.
    • Leveraging advanced technologies, digital solutions, and data-driven planning to improve decision-making, risk management, and project delivery.
    • Addressing environmental considerations through waste minimisation, recycling, reuse, repurposing, and circular economy approaches.
    • Overcoming logistical, regulatory, supply chain, and operational challenges associated with large-scale removal projects.
    • Enhancing collaboration between operators, contractors, regulators, technology providers, and other stakeholders to improve project outcomes and share lessons learned.
    • Sharing regional and global experiences, lessons learned, and best practices for delivering successful facility removal programmes.
