Hal Mead is General Manager of Permian Development for ConocoPhillips, where he leads the planning and development of the company’s operated assets.

With more than 21 years of industry experience, Mead has held leadership roles across development, operations, production engineering, and strategic planning. Prior to his current role, he served as an asset manager overseeing operations and development in the core of the Delaware Basin, as well as the divestiture of Permian conventional assets. He also previously served as Director of Corporate Planning & Strategy.

From 2012 to 2018, Mead held several leadership positions in Norway, including Director of Ekofisk Reservoir Management, Director of Well Planning, and Supervisor of the Production Delivery Center. He began his career with ConocoPhillips in 2005 and has held roles in Houston, New Mexico, Alaska, and Norway before relocating to Midland in 2021.

Mead is a board member of Centers for Families and Children in Midland, Texas.

He earned a Bachelor of Science in Civil Engineering from the University of Wyoming and a Master of Engineering from Texas A&M University.
